Summer signing Ibrahima Konate has also pushed Williams further down the list of potential starters, following his £30m arrival from RB Leipzig.
Last summer Swansea had come close to signing Williams’ fellow centre-back Phillips from Liverpool, but for the deal to fall through at the last minute.
After joining Liverpool at Under 10 level, Williams represented the Reds throughout the age groups before signing his first professional contract in February 2019.
The youngster has been farmed out on loan before, featuring for Kidderminster Harriers in the National League North in 2019 and making 26 appearances.
